This case comes before the court on plaintiffs’ exceptions to the recommended decision of Trial Judge C. Murray Bernhardt, filed August 10, 1979, pursuant to Rule 134(h), and on plaintiffs’ motion, filed April 21, 1980, for partial remand, having been submitted to the court on the briefs and oral argument of counsel.
