Text
(a)All municipal legislation shall be by ordinance,
unless provided otherwise by law, except that licenses may be
granted by resolution.
(b)All ordinances may be proved by the certificate of the
clerk, under the seal of the city or town, and when printed or
published in book or pamphlet form, and purporting to be
published by authority of the city or town, shall be read and
received in all courts and places without further proof.
