§ 15-1-106 — Conduct and journal of governing body's proceedings
The governing body shall determine the rules for the conduct of
its proceedings, and shall keep a journal thereof which is a
public record. The manner in which each member of the governing
body votes on any matter upon which a vote is taken shall be
entered in the journal.
