(a)Except for districts to provide emergency medical
services established under W.S. 18-12-105(b) as provided in
subsection (e) of this section, an improvement and service
district shall be managed and controlled by a board of directors
consisting of three (3) or five (5) members. The initial board
shall consist of three (3) or five (5) members elected at the
organizational election. A simple majority of members shall
serve an initial term of two (2) years and the remaining members
shall serve an initial term of four (4) years after formation of
the district and until their successors are elected and
qualified at the regular scheduled subsequent director election
as provided in W.S. 22-29-112. Thereafter, members shall be
