Text
A petition to form a district shall be signed by not less than
sixty percent (60%) of the persons owning land within the
territory proposed to be included in the district, whose land in
the proposed district has an assessed value of sixty percent
(60%) or more of the assessed value of all of the land within
the proposed district.
