When used in this chapter, terms defined in this section have the meanings ascribed to them that relate to, but are not limited to, state and local agencies, except in those instances where a different meaning is provided or the context in which the word is used clearly indicates that a different meaning is intended. "Department" or "state department" means the West Virginia Department of Human Services. "Division of Juvenile Services" means the division within the West Virginia Department of Military Affairs and Public Safety. "Law-enforcement officer" means a law-enforcement officer of the State Police, a municipality or county sheriff's department. "Secretary" means the Secretary of the West Virginia Department of Human Services.
