West Virginia Statutes
§ 32-3-301 — Registration requirement
It is unlawful for any person to offer or sell any security in this state unless:
(1)It is registered under this chapter; or (2) the security or transaction is exempted under section four hundred two of article four of this chapter or under article five of this chapter; or (3) the security is a federal covered security.
