Except as otherwise provided in this chapter, the Board shall have all powers necessary and convenient for governing the Home, providing services to veterans and other residents of the Home, providing services to veterans living in Vermont who do not reside in the Home, and otherwise performing its duties under this chapter, including the authority to:

(1)Adopt policies, procedures, and bylaws regarding the operation of the Board, the operation and management of the Home, and the operation and management of any services provided by the Home to Vermont veterans who do not reside at the Home.
(2)Receive, hold, accept, manage, and convey any interest in real or personal property acquired by the Home by gift, grant, purchase, devise, or otherwise for the purpose of managing the Home and prov
