The Vermont Veterans’ Home is a body corporate and politic and a public instrumentality of the State. The exercise by the Home of the powers conferred by this chapter constitute the performance of essential governmental functions of the State. (Added 2003, No. 121 (Adj. Sess.), § 79, eff.
