(1)(1)(a) In accordance with Subsection (1)(c), and except as provided in Subsection (1)(b), the division shall determine the design and number of numerals or characters on a special group license plate.
(1)(b) (1)(b)(i) When the division has technology and processes in place to centrally distribute license plates, but no later than July 1, 2025, subject to Subsection (1)(c)(iii), an institution may design a collegiate special group license plate for the institution in accordance with Subsection (1)(c).
(1)(b)(ii) If an institution chooses to design a collegiate special group license plate for the institution, the institution is responsible for any design costs.
(1)(c) (1)(c)(i) Except as provided in Subsection (1)(c)(ii), each special group license plate shall display:
