(1)(1)(a) An individual who will be qualified to vote at the next election may register by mail.
(1)(b) To register by mail, an individual shall complete and sign the registration form and mail or deliver the form to the county clerk of the county in which the citizen resides.
(1)(c) In order to register to vote in a particular election, the citizen shall:
(1)(c)(i) address the voter registration form to the county clerk; and
(1)(c)(ii) ensure that the voter registration form is received by the county clerk no later than 5 p.m. 11 calendar days before the date of the election.
(1)(d) The citizen has effectively registered to vote under this section only when the county clerk's office has received a correctly completed voter registration form.
