Sec. 257.021. ESTABLISHMENT OF ROAD DISTRICTS.

(a)The commissioners court of a county by order may establish one or more road districts in the county as provided by Section 52 , Article III, Texas Constitution. The order must define the boundaries of the road district. A road district is a governmental entity and body politic.
(b)A road district created under this section may include:
(1)all or part of a municipality; or
(2)another road district or a precinct or political subdivision of the county for which road bonds have been approved by the voters and issued as provided by Section 52 , Article III, Texas Constitution.
(c)Before establishing a road district under this section, the commissioners court shall conduct a public hearing on the matter. Notice of the hearing shall be given
