Sec. 8506.002. CREATION AND NATURE OF AUTHORITY.
(a)The authority is created as a conservation and reclamation district and a state agency.
(b)The creation of the authority is essential to the accomplishment of the purposes of Section 59 (a), Article XVI, Texas Constitution.
