Sec. 3875.005. FINDING OF BENEFIT AND PUBLIC PURPOSE.

(a)All of the land and other property included within the boundaries of the district will be benefited by the works, projects, improvements, and services that are to be accomplished by the district under powers conferred by Section 52 , Article III, and Section 59 , Article XVI, Texas Constitution, and other powers granted under this chapter. The district is created to serve a public use and benefit.
(b)The creation of the district:
(1)is essential to further the public purposes of the economic development and diversification of the state, the elimination of unemployment and underemployment, and the stimulation and development of transportation and commerce;
(2)is in the public interest; and
(3)will promote the health, safety, and
