Sec. 552.064. DECLARATION; COSTS; ESTIMATED ASSESSMENT.

(a)In the ordinance or resolution that declares the need for the improvements, the municipality:

(1)must state the general nature and extent of the improvements; and

(2)may direct that detailed plans, specifications, and cost estimates for the improvements be prepared and submitted to the governing body.

(b)The cost of the improvements may be paid wholly by the municipality or partly by the municipality and partly by the benefitted property and its owners. If any part of the cost is to be paid by the benefitted property and its owners, the governing body of the municipality must prepare an estimate of the cost of the improvements. (b) The cost of the improvements may be paid wholly by the municipality or partly by the municipality and partly by the benefitted property and its owners. If any part of the cost is to be paid by the benefitted property and its owners, the governing body of the municipality must prepare an estimate of the cost of the improvements. The governing body must prepare the estimate before any improvements are constructed, either before or after bids for the proposed construction are received by the municipality, but before the hearing required under this subchapter is held.
