Text
As used in this part, unless the context otherwise requires:
(1)"Public construction project" means and includes a public works project as defined in the Local Government Public Obligations Act of 1986, compiled in title 9, chapter 21;
(2)"Responsible bidder" means a person who has the capacity in all respects to perform fully the contract requirements, and the integrity and reliability which will assure good faith performance; and (3) "Responsive bidder" means a person who has submitted a bid which conforms in all material respects to all documents, whether attached or incorporated by reference, utilized for soliciting bids.
