Text
This part applies to persons in this State who:
(1)make or solicit consumer credit sales, consumer leases, consumer loans, and consumer rental-purchase agreements;
(2)directly collect payments from or enforce rights against debtors arising from sales, leases, loans, or agreements specified in item (1), wherever they are made; or (3) are subject to this title or action by the administrator.
