§ 46-9-4. Piloting without license.
It shall be unlawful for any person not licensed as a pilot under this chapter to
            pilot or offer to pilot a vessel not exempt from the provisions of this chapter. It
            shall likewise be unlawful for any person on board a tug or towboat to tow a vessel
            not exempt from the provisions of this chapter, unless the vessel shall have on board,
            or be under the control of, a duly licensed state pilot.
