§ 46-25-31. Notice of hearings on orders.
Before adopting or entering any order applicable to any one or more specific persons,
            the commission shall give to each of the persons, by registered or certified mail,
            twenty (20) days' notice in writing of the time and place of a hearing to be afforded
            each of the persons should he or she or it desire the hearing. The notice shall state
            the time and place of the holding of the hearing.
