§ 46-24-8. Annual reports.
The board, during May of each year, shall submit to the councils of the participating
            cities and towns a report showing actual expenditures for the preceding ten (10) months,
            and the projected expenditures for the final two (2) months of its fiscal year, as
            well as a proposed budget for the next fiscal year. This annual report shall include,
            in addition, a request for any necessary contributions.
