§ 46-22-15.3. Process fees as costs — Record of process.
The fee of five dollars ($5.00), paid by the plaintiff to the administrator of the
            division of motor vehicles at the time of the service shall be taxed in the plaintiff's
            costs if he or she prevails in the suit. The administrator of the division of motor
            vehicles shall keep a record of all such process, which shall show the day and hour
            of service, and all fees so paid shall be paid over to the general treasurer.
