§ 46-17.1-1. Transporting of waste and dredge materials over state waterways prohibited.
Except as permitted under § 46-23-18.1 or otherwise, no person, either as principal, agent, or servant, shall transport
            or cause to be transported, dump, or cause to be dumped within the territorial waters
            of the state, any waste or dredge material. Every person who shall violate any provision
            of this section shall, upon conviction, be fined not more than one thousand dollars
            ($1,000) or be imprisoned not more than one year, or both, for each offense.
