§ 46-16-2. Appointment of commissioners — Expenses — Powers and duties.
The governor shall appoint five (5) commissioners to the New England interstate water
            pollution control commission, who shall serve at the pleasure of the governor, one
            of whom shall represent the department of health and one of whom shall represent the
            department of environmental management. The commissioners shall serve without compensation,
            but shall be paid their actual expenses incurred and incident to the performance of
            their duties. The commissioners shall have the powers and duties and be subject to
            the limitations set forth in § 46-16-1.
