§ 46-13-4. Approval of new water sources and treatment works required.
No source of water shall hereafter be developed for a public water supply system until
            a site plan has been approved by the director, and no public water supply system shall
            hereafter be constructed or substantially altered until the plans and specifications
            for the system have been approved by the director. Plans and specifications submitted
            shall be prepared by an engineer registered in the state of Rhode Island.
