§ 46-13-17. Civil liability unimpaired.
Compliance with requirements of this chapter shall in no way release the owners or
            official custodians of a public water supply system from any liability for damage
            to person or property caused by or resulting from the installation, operation, or
            maintenance of a public water supply system.
