§ 46-13-13. Complaints.
The director shall proceed with a hearing pursuant to § 46-13-12 whenever a written complaint made against any public drinking water supplier shall
            be substantiated by investigation. Any proceedings, pursuant to § 46-13-12, resulting from the complaint shall be held at a public location.
