§ 46-12-29. Effective date of chapter.
This chapter shall take effect on September 15, 1983, except that prior to that date
            the director of the department of environmental management may conduct any hearings
            necessary to carry out the purposes of this chapter, and file with the secretary of
            state any rules and regulations authorized by this chapter to take effect on or after
            that date.
