§ 46-12-16. Prosecution of violations.
The director, without being required to enter into any recognizance or to give surety
            for costs, may institute civil or criminal proceedings for the violation of any provision
            of this chapter or of any permit, rule, regulation, or order issued pursuant thereto.
            It shall be the duty of the attorney general to carry out all proceedings brought
            by the director.
