§ 32-1-12. Supervision of fund.
The recreation area development fund shall be expended under the direction and supervision
            of the director of the department of environmental management for the development
            of state-owned beaches, parks, and recreation areas, and the director is vested with
            all power and authority necessary or incidental to the purposes of §§ 32-1-11 — 32-1-13.
