§ 23-9-2. Publication of city or town quarantine regulations.
The city or town council shall publish in one or more newspapers published in the
            state, within or nearest the city or town where the rules and regulations shall be
            adopted, at the expense of the city or town, all rules and regulations made by it
            respecting quarantine.
