§ 23-1-14. Vouchers for disbursements.
Notwithstanding the provisions of any general law, public law, or resolution which
            may provide for the personal approval of the director of health, the state controller
            is authorized to make payment for all expenditures of the department of health upon
            receipt of duly authenticated vouchers from that department.
