§ 23-9-15. Unauthorized departure from infected vessel.
If any person shall come on shore from on board a vessel as described in this chapter
            without first obtaining a license, the city or town council may immediately send that
            offender back on board that vessel, or confine him or her on shore in a convenient
            place that appears to the city or town council most effectual to prevent the spreading
            of any infection; and the offending person shall satisfy and pay all charges that
            shall arise on the confinement, and shall be fined forty dollars ($40.00).
