§ 23-7-6. Meetings.
The members of the board shall meet initially at the call of the director of environmental
            management and, at their first meeting, shall elect a chairperson, a secretary, and
            any other officers that they may find necessary. Thereafter, the board shall meet
            as necessary, but not less than three (3) times per year. All regular board meetings
            shall be open to the public and all records of its proceedings, resolutions, and actions
            shall be open to public view.
