§ 23-60-1. Legislative findings and policy.
The general assembly finds and declares that vehicle batteries are potentially harmful
            if improperly disposed of, and that it is necessary to adopt a special plan to control
            disposal and promote recycling of such batteries. This chapter sets forth a comprehensive
            plan for disposal of vehicle batteries.
