§ 23-24.10-15. Limitations.
If a federal law or combination of federal laws take effect that is applicable to
            all covered electronic products sold in the United States and establishes a program
            for the collection and recycling or reuse of covered electronic products, the department
            shall evaluate whether such laws provide a solution that is equal to or better than
            the program created by this act. The department shall report its findings back to
            the legislature.
