§ 23-19.6-3. Policy.
It shall be the policy of the state to encourage the collection and recycling of oil
            to the maximum extent possible, by means which are economically feasible and environmentally
            sound, in order to conserve irreplaceable petroleum resources, preserve, and enhance
            the quality of human and natural environments, and protect public health and welfare.
