§ 23-19.5-3. Costs of tests and determinations.
Except as agreed to between the parties to a sale, the cost of the tests and determinations
            shall be borne by the buyer in the event that the sale is consummated. If the sale
            is not consummated for the reason that the department can make no certification, the
            cost of the tests and determinations shall be borne by the seller.
