§ 23-19-33. Bonus incentive program.
The corporation shall create and manage a program providing for incentive payments
            of one hundred dollars ($100) each to anyone who submits a plan or program which is
            eventually implemented by the Rhode Island resource recovery corporation or by any
            person, agency, or corporation contributing to the flow of solid waste materials into
            the system, which would in any manner significantly reduce the flow of solid waste
            within this state, or provide for more efficient recycling or re-use of any solid
            waste materials, or in any other manner impact beneficially upon the management and
            control of solid waste
