§ 23-18.12-1. Legislative purpose.
The general assembly has determined that the packaging of beverages in non-recyclable
            containers is a significant source of waste within the state and is, therefore, a
            necessary concern of the effort to reduce the filling of the state central landfill
            as well as to reduce the economic and environmental costs of waste management for
            the citizens of the state.
