§ 23-13-5. Advice to parents concerning ophthalmia neonatorum.
It shall be the duty of physicians, midwives, and any other persons that may be lawfully
            engaged in the practice of obstetrics or assisting at childbirths to inform parents
            or guardians of the serious nature and consequences of this disease and to advise
            the use of prophylactic measures designated by the department of health.
