§ 23-1-36. Director's duties regarding health education, alcohol, and substance abuse programs.
The director shall establish health education, alcohol, and substance abuse programs
            for students in grades kindergarten through twelve (12), in accordance with § 35-4-18. The director shall make an annual report to the governor and the general assembly
            on the administration of the program.
