(a)Agreements.--
(1)The county commissioners may enter into an agreement with the Federal Government or with any city, borough, town, township or nonprofit corporation or association located or carrying on the functions of the nonprofit corporation or association within the county or serving the residents of the county.
(2)The county commissioners may only enter into an agreement under paragraph (1) with a city, borough, town, township, nonprofit corporation or association that has or will contract with the Federal Government or the Commonwealth whereby the Federal Government will provide a portion of the money necessary, payable either to the county or State or directly to the city, borough, town, township, nonprofit corporation or association to provide a program not in conflict wit
