A.There is hereby created a Department of Transportation and a Transportation Commission in and for this state, pursuant to the provisions of Section 1 of Article XVI of the Oklahoma Constitution, and such department shall be governed by the Director of the Department of Transportation, provided for by Section 305 of this title, under such reasonable rules, regulations and policies and road improvement programs as may be prescribed by the Commission. Such rules and regulations and amendments thereto as adopted by the Commission shall be filed and recorded in the Office of the Secretary of State.
