streets. The trustees of any public trust constructing a toll expressway shall have authority to make any necessary connections with, or crossings, at grade level or otherwise, with any existing state or county highway or street and to temporarily occupy or close public rights-of-way as may be necessary for the public safety during construction of any such toll expressway. Necessary easements and rights-of-way over, under and across public or private property may be acquired by any participating municipality or beneficiary of such trust by the exercise of its power of eminent domain in the manner now or hereafter provided by law for condemnation of lands by a county or city, as the case may be, for highway or street purposes, and any interest so acquired may be leased to the trustees.
