The State Arts Council of Oklahoma is hereby re-created and renamed the Oklahoma Arts Council. The Council shall consist of fifteen (15) members appointed by the Governor with the approval of the State Senate. Members shall be individuals who have a real and active interest in the arts and an understanding of the value of these pursuits to our society. The term of office of each member shall be three (3) years beginning July 1 of the year of appointment, or until a successor has been appointed and qualified for the office. The Governor shall appoint five members on or before July 1 of each year. A vacancy shall be filled for the remainder of the term only.
