The plant pest program fund is hereby created in  the state treasury. The fund shall consist of money credited to it  under section909.15of the Revised Code and under this chapter  and any rules adopted under it. The director of agriculture shall  use money in the fund to administer this chapter and Chapter 909.  of the Revised Code.

The director shall keep accurate records of all receipts into  and disbursements from the fund and shall prepare, and provide  upon request, an annual report classifying the receipts and  disbursements that pertain to plant pests.
