Upon taking the oath of office, the board of directors of a sanitary district shall choose one of its members as president of the board. If a district, other than a district organized after the effective date of this amendment wholly for the reduction of populations of biting arthropods, is composed of an even number of counties or parts thereof and the board finds itself unable to agree on any question pertaining to or in connection with its operation or management of that district, at the request of any director another person from within or without the district shall be appointed director temporarily by the court.
