Where the board of county commissioners or the legislative authority of a municipal corporation, under authority of sections5521.02and5521.03of the Revised Code, co-operate with the department of transportation, said board or municipal authority may purchase or appropriate such property as is needed, or pay damages, in the establishment, construction, reconstruction, resurfacing, widening, maintenance, repair, or preservation of state highways, including the bridges, culverts, and viaducts thereon, and the approaches thereto, and may purchase or appropriate the right to make waste dumps, borrow pits, and to relocate, alter, widen, clean out, deepen, straighten, or change the channel of any watercourse necessary for any of the above purposes, and the board or municipal authority shall follo
