(A)As used in this section:
(1)"Telecommunications carrier" has the same meaning as in section4927.01of the Revised Code.
(2)"Telecommunications or utility structure" means any facility, line, pipe, cable, or other equipment used by a telecommunications carrier or utility provider to provide service.
(3)"Utility provider" means any entity described in section4905.03of the Revised Code, regardless of whether the entity is a public utility under section4905.02of the Revised Code.
(4)"Abandoned" does not include a change in ownership of the telecommunications or utility structure.
