Text

(A)The director of children and youth shall adopt rules to administer and implement the Ohio adoption grant program. The director, in consultation with the tax commissioner, shall also adopt rules authorizing the department to withhold and remit to the Internal Revenue Service federal income tax from grant payments under division (B) of section5180.451of the Revised Code, provided such withholding is authorized under federal law or approved by the Internal Revenue Service.
(B)No application fee shall be charged for the grant program.
(C)Notwithstanding any law to the contrary, the director may require, as necessary to administer the Ohio adoption grant program, either or both of the following:
(1)Certified copies of any court or legal document necessary to prove a final order of ado
